For a person who never entered MDOC custody, an OTIS search may return nothing even though a county booking photo exists. The systems cover different custody layers.

Menominee Mugshot Removal Limits
Michigan’s set-aside law, MCL 780.621 et seq., can change the public treatment of an eligible conviction record after application or through automatic processes. MCL 780.623 addresses the effect and controlled treatment of set-aside records. Eligibility, exclusions, waiting periods, and the effect on a particular photograph require the current statute and official court guidance.
No reliable current statewide anti-pay-to-remove rule was found that supports a blanket promise of free removal. Do not import another state’s law or pay a vendor on the assumption that it controls an official county record. For an official source, identify the specific image and ask the agency to apply current set-aside, sealing, privacy, and public-record rules.
A missing photo can result from set-aside treatment, a nonpublic record, a source’s coverage limit, or a search mismatch. Do not reconstruct or republish material that an official public system no longer makes available.
Menominee’s Distinct Photo Policy
The locally distinctive practice is nonpublication online. No county roster, release gallery, or official app photo was found. That makes a named booking-photo request the direct county channel rather than a backup to a web gallery.
Michigan’s retention schedule helps frame a precise request. An inmate jacket may include booking cards, mugshots, release forms, court documents, bonds, warrants, and property records, with a scheduled retention of release plus ten years. A retention schedule does not guarantee disclosure or online access, but it identifies a likely record series.
A request should separate the Menominee booking image from a release form. If both are needed, name both. The photo establishes the image tied to the booking, while the release entry records the movement and time.
MDOC Photos After Menominee Cases
OTIS may display an official corrections photograph for a person who entered MDOC jurisdiction or supervision after a Menominee County case. It is not the county booking photo. The image could come from another date or custody stage and must be captioned as an MDOC offender image.
OTIS includes current prisoners, parolees, probationers, qualifying absconders, and people discharged within three years of their latest MDOC jurisdiction or supervision.
